NCDOT Design Alternatives

 


Alternatives Description
After much coordination with the City of Winston-Salem and taking into consideration all comments from the public, NCDOT has refined the initial design ideas into three alternatives for the Business 40 Improvement Project. These three alternatives are described and shown here. NCDOT will continue to refine the alternatives over the next year as traffic data is analyzed, impacts to environmental and historical resources are identified and other project data is reviewed. This process is part of the Environmental Assessment (EA) required for the project. The fi nal outcome of the process will be the selection of a preferred alternative, which is what NCDOT will advance into final design and construction. Prior to this selection, the public will have several opportunities to comment on the alternatives.

Design Alternative 1- Peters Creek Parkway Interchange Improvements

All alternatives will include a new or rehabilitated 4th Street Bridge, with improved sidewalks and bridge rails, and a wider Peters Creek Parkway Bridge with a new interchange. Other improvements or options include:

• Cul-de-sac both Apple Street and Gregory Street.

• Keep the eastbound off -ramp to Peters Creek Parkway ONLY if warranted by future traffic volumes.

• Analyze the need for possible intersection improvements at Peters Creek Parkway and First Street.

 Design Alternative 1

 

 

Design Alternative 2- Cherry Street / Marshall Street Alternative

This alternative would keep the one-way pair system on Cherry Street/Marshall Street. Other improvements or options include:

• Replace Green Street Bridge with a pedestrian/utility bridge.

• Remove Broad Street on- and off -ramps.

• Remove a section of High Street between Brookstown Avenue and Spruce Street.

• Remove Spruce Street Bridge.

• Keep westbound on-ramp (modified) and remove eastbound on-ramp from Marshall Street. Build new westbound off -ramp from Cherry Street.

• Do NOT provide a frontage road connecting Poplar Street, Spruce Street and Marshall Street.

• Remove eastbound off -ramps to Liberty Street and Main Street and westbound on-ramps from Liberty Street and Main Street.

• Potentially keep both westbound on- and off-ramp and eastbound on-ramp from Main Street. One way pair system on Main Street and Liberty Street will remain.

• Provide other pedestrian improvements, as needed.

Design Alternative 2

 

Design Alternative 3- Liberty Street / Main Street Alternative

This alternative will keep the one-way pair system of Liberty Street/Main Street, which will become the primary access into downtown. Other improvements or options include:

• Replace Green Street Bridge with a pedestrian/utility bridge.

• Replace Broad Street on- and off -ramps with a modified version.

• Remove High Street off -ramp.

• Remove Spruce Street Bridge.

• Cherry Street and Marshall Street may be redesigned for two way operation.

• Do NOT construct pedestrian tunnel under Liberty Street Bridge.

• Replace Liberty Street Bridge with two short bridges that extend over the strollway; provide “fill” between the two bridges.


OR

• Replace Liberty Street Bridge with one short bridge and relocate strollway closer to Liberty Street and modify eastbound off -ramps to Liberty Street and Main Street and eastbound on-ramp from Main Street.

• Keep westbound off -ramp to Main Street and westbound onramp from Liberty Street.

• Analyze the need to widen MLK, Jr. Drive from Trade Street to Cherry/Marshall Streets and redesign the Cherry/Marshall Street intersection if the access to Business 40 is limited at Cherry/Marshall Streets.
